Asian Development Bank TA 4938-IND: Implementing Pension Reforms

In collaboration with IIEF and IIMS Dataworks, IIMPS is providing policy consulting and implementation planning services to the Indian Ministry of Finance and the Pension Fund Regulatory and Development Authority (PFRDA) under an 18-month Asian Development Bank (ADB) funded technical assistance project.

The Project aims to develop an implementation strategy for the New Pension System (NPS) that will achieve broad-based coverage among informal sector workers across geographical, income and occupational groups. Under this Project, two districts in Karnataka and Himachal Pradesh have been selected jointly with the Ministry of Finance and PFRDA to pilot-test implementation of the NPS among informal sector workers. This project will help develop a scalable blueprint for establishing a low transactions cost environment to facilitate participation in the NPS by low income workers. The consulting team will work closely with the two State Governments in pilot testing the NPS products, institutional architecture and communications tools in the two selected districts. The implementation process and coverage strategies shall be periodically assessed through surveys and FGDs among the target audience.
